Lazar did the same thing for SOLS (for which he was granted custodianship on the same day as QUTR). So this filing is probably to remove the requirement of SEC reporting until such time as documentation bringing the company Pink Current is complete. Or the company may continue to voluntarily submit SEC filings while this is in effect. Either way, very positive step - and he's begun updating OTC Markets a couple months sooner than with most of his previous tickers. Notably, this indicates that Lazar already has access to the OTC Markets backend for QUTR.
