After all it is Qamronics India PVT's project that will be producing the quantum dots from the reactors they have purchased from QMC, which will be used in the solar cell panels they will be producing.

Without QMC's past, Qamronics starts with zero technology, zero experience, zero knowledge. Qamronics believes they have licensed commercializable technology that QMC developed in the past or they are starting at t=0 and are years away from developing and selling anything that translates into paying royalties.

The past matters to Qamronics a lot. Their success depends on it.

You assume a lot. There is no reason to think a working cell has been made outside of a tiny scale in a lab, let alone R2R. Maybe that's why there is no construction? Maybe the folks with the cash want to see ti work first?
