I'm assuming by you saying "delisted" you are meaning DTC ineligible (which I don't know if it is or isn't, too lazy to look it up, as it makes no difference to me). E-Trade will allow you to buy DTC ineligible stocks. Many others will not. There are a couple that won't let you buy if it isn't current on OTCMkts either. But E-Trade lets you buy most anything. Glad I made the move to E-Trade several years ago.
