Not ALL Institutions avoid penny stocks, and no, under is NOT a threshold, the category of listed corps is what makes the difference, as long as corps are listed OTC and up, there will be Institutions interested regardless of risk...if a group of investors/Institutions see potential in an up and coming company like OWCP then they will buy...
