False. Ever hear of Form 13F? It's used to report purchases of stocks by Institutional Investors. This means anyone doing their own DD can Google 13F and OWCP.

Here's a link that shows three institutions holding OWCP stock as of 09/30/2019. They are Marietta, IFP, and CapWealth.

Form 13F is required to be filed within 45 days of the end of a calendar quarter, or if that day falls on a Saturday, Sunday or holiday, the deadline is the next business day.

We will see how much II buying/selling occurred in Q4 around Feb 15.
