If the market trusted him we would be much higher. Quite simply if u never heard him talk but were a value or institutional investor and know GSE fundamentals the second he opens his mouth about a plan to capitalize them, instant confusion and mistrust.
The GSEs make billions in profit/ year, he is at the very top of the swipe, any simple investor can see the plan works already without him, a plan from him makes no sense. He talks out both sides of his mouth.

It's that Trump that doesn't want to release FnF as he is fearful that may upset the 'interest-rate ragime' and push up home interest rates which will impact the economy.. No Release plan will be put into place until after 2020 election victory for Trump ie., there will be movement on the "R&R' plan only after Jan 20, 2021...
