I'm guessing the pop was for the lender of the offering to get short on
the shares so when the offering is announced they will be able to still
make money by covering their short. Here we come pink sheets.

Why assume that a deal for HOT PSA would be announced immediately after IND approval? Things rarely work out that quickly.
