PR on a website is information made public to many people at the same time, including journalists who are free to distribute it as far and wide as they like.

Information given by one individual to two or three other individuals in a casino, that's insider information. The fact that it was in a casino, instead of a church, is not material, of course, but adds to the flavor.

It appears that the insider information described has been used by the individuals as justification for making trades or holding, and it also appears that the information is not being made available to anyone else.
