Sorry but you are mistaken about the FTWS float. The unrestricted /free trading float shares now sits at 1.7 BILLION effective with the T.A.s upload to the OTC on December 3rd 2019.
FTWS only have 41 million restricted shares so the balance of 1.7 BILLION is the float.
