Everyone would understand what you have said is the same thing that I said in terms of no documents have been signed and if they were it would require an 8k in 4 days. What is clear is that the Vietnam Bank is backing the project ... that clearly means that they would extend a line of credit or some loan which Kim wasn’t / isn’t ready to sign.
