The Agriculture Appropriations Bill is contained within a package of 4 Appropriations Bills titled Minibus #2

The bottom line at this point in time is that if Congress allows one or two Minibuses to pass because they can’t complete all 12 bills, and they are okay with doing a partial Continuing Resolution on the other budget bills, then we will get our gift

There are essentially 3 outcomes, assuming there is no government shutdown and CRs get signed for anything that doesn’t pass

1) Omnibus passes — we win

2) Minibus #2 passes — we win

3) Minibus #2 doesn’t pass (CR instead) — we lose — until we get our next shot in Jan 2020 — so it’s more like a tie and now we are going into the overtime period

As of this afternoon, I think the most likely outcome is 2)
