FINRA has no authority to cancel the shares. But suspending the CUSIP is the first step, as it will prevent more ignorant investors getting ripped of in this worthless stock.

The common shares will be cancelled shortly. The stock is being wound up and dissolved in Delaware. They will cancel the shares, if they haven't already.
