The attestation firm is not permitted to issue an Audit Consent Letter without full payment. It is to maintain Auditor's Independence, as required by law. I don't think his cancelled Capital One card or his overdraft checking account will help him.
Maybe he can trade in the grip truck and the Ford for an audit.
