As that float gets smaller and smaller, any significant news could spike the share price much higher than irrational exuberance would rationally predict. A Russian dirty trick to play on the shorts?

19K shares won't change float much.

Assuming about 7M shares in the float, Kukes' purchase of 19,192 shares reduces the float by about 0.3%. Not much, but hey, every little bit counts!

More importantly, if Kukes is trying to keep PED share price propped up above $1.40, then that would be really great news!
