Reboot if it happens again - that isn't right. You should be able to place an order to buy or sell at any number you want.

tafsnd -regarding Scottrade limit sell

I also have Scottrade. I believe they only allow a 4x the ask price for a limit sell. What I see right now (market closed) on ScottradeElite bid/ask is .018 x .13; which would allow you to place your sell at .40. I sometimes wait until after the market closes to place my sell for the next day because I can usually get it much higher than during market hours. If you do a GTC it will stay that way until the month ends or you cancel.
