Investor may not care much about dividend.
But investors care a lot about interference by Wall street and Gov robbers.

First FnF need to be out of conservatorship and managed by private shareholder elected BOD/CEO. Gov need to provide iron clad assurance that wallstreet/Gov will not interfere and rob private shareholders like they did in 2008 conservatorship.
