Max float can only go to 168,117,747 from existing 136,764,801 as of the new quarterly Period Ending:September 30, 2019 to the max authorized of 500m, unless changed.
That was roughly 30m shares and from that point, reviewing trading since then we are almost to that amount.
I believe the balance on the note(s) $1.5M will then be paid off with cash for whatever reason, defiantly a very strange arrangement, but seems the new equity investor funding prevented the usage of that cash to pay off prior debt.
With that low float level, we should start to move back up, based on your point, IMO!
