Now that commissions have all but disappeared, I'd say, "Yes." You can use a single short maturity bond fund or build a ladder of short mid and long maturation bond funds as your reserve.

I've been using money market funds in my Schwab accounts, and they yield about 1.8% as a base cash proxy.
