Most Custodianship plays are already well thought out... The "Custodian" probably already has contacted a few interested in going public and was commissioned to find a suitable candidate.
In the meantime, finding defunct companies with little or no baggage is the key...
They make a play as Custodian, sit on it for a few days, then introduce the shell to the new buyer. Of course, that is where their commission is made when they get a few shares for their troubles.
