The software contractor is likely the one that is suspect to have not delivered. Let see their contract on the open. They probably can be sued for misrepresenting themselves if they have not delivered. Is that why they are located in Florida. One can always wonder. Ask me someday to post you what I found.

Titan has a lawyer on board, sue these guys.
