Yet some people claim this Mike Mulder guy already saw the extractor successfully being operated before putting his multimillion orders, lol.

So much contrarian information here, it's difficult to keep up.

By the way, on the certification website someone posted earlier here I could not find any reference to this extractor, Proscere, Simlatus, etc. (surprise, surprise)

That's a bit misleading without continuing your quote to the following paragraph...

Keep in mind that there are/were several companies/subsidiaries involved here. The way I see it, the purchase orders appear to have gone to Simlatus Corp. which seems to have had the design rights and built a prototype which was used to close the sales. The PR above was simply an acknowledgment that the technology rights have been transferred to the Proscere subsidiary which will have primary responsibility for building and selling the systems in the future.
