Yeah, battery fires are very rare. However, according to the site and validated by your numbers there's an incident once every ~8 days (from 2018 thru Aug 2019), which is disconcerting.
Also, it's important to keep in mind that the ubiquitous use of lithium-ion batteries has really only occurred over the last decade or so. So the number of overall incidents is likely to rise as Li-B continues to rise. Electric vehicle manufacturers will be keen to utilize technologies that make their products better/safer.
