It has noting to do with interpretation You are claiming the 10K says what it does not say. The quote in your post says initiate FINAL detailed engineering. That is from your post. You now claim that means no detailed engineering has been done. I AM an engineer. I spent 35 years working as an Engineer. I was site engineer on several big EPC contracts. I know how this process works. I have been personally involved in nearly every stage of it. I reiterate: the numbers in the Air Permit application came from detailed engineering.
Suppose a car is being built on an assembly line. The status of it in the computer says awaiting FINAL coat of paint. Do we just assume there is no car or there is no primer on it? I don't.
