10Qs rarely “satisfy”, whatever that means. They cannot contain any revenue surprises because that would require a separate filing.

Besides the fact that Mr. Liscouski's company might one day be a customer for some of our rare-earth byproducts, he is an expert on cybersecurity and has an impressive resume.

Robert Liscouski was appointed by Pres. Bush in 2003 as the first Assistant Secretary of Infrastructure Protection under the Department of Homeland Security. His department, later renamed Cybersecurity and Infrastructure Security Agency (CISA), was given a $500M budget to ensure the protection of the nation's critical infrastructure, with a particular focus on our nuclear power plants. After 9-11, most will remember the concern when foreigners were caught trespassing and photographing our nuclear plants. What you might not know is that in Jan 2002, the CIA issued an alert about a planned terrorist attack on one of them after blueprints of U.S. nuclear plants were recovered from a terrorist base in Afghanistan.

Prior to that, Liscouski was a Special Agent for the U.S. State Dept. Diplomatic Security Service for 11 years, traveling the world to secure the secrets in those diplomatic pouches and safety of diplomats... the perfect guy to tag along with management when they are on "vacation" in India, Indonesia, and China.

He also worked for 5+ years as the Director of Information Assurance (cybersecurity) for some small company you've probably never heard of... Coca-Cola. And let's not forget he served as Vice President of the Law Enforcement Division of Orion Scientific Systems, developers of "counterintelligence, counterterrorism, and law enforcement services and products."

You can draw your own conclusions about why a heavyweight like Liscouski would accept a small token fee to sit on the board of an insignificant penny stock like CCTC... but it definitely bodes well.
