It's doubtful they are sandbagging that much here. My guess is that we'll see quad cores no higher than 2.2GHz, assuming the same 95W thermal envelope. They'll of course launch faster speeds at 120W, or possibly even higher.

If they are comparing 2.2GHz quad cores to the 2.8GHz Opteron 2220 SE, then they are losing close to 20% right off the top. But as you said, given the wider floating point units and "native" quad core scaling, you would have expected better than 40%.
