They have not said in the last news releases, that construction has been finished but some parts like wellfield, ponds ect.
I guess SW/EX construction still going on and of course preconditioning will take some time, i guess 2-3 month.
That is just my opinion and I have no confirmation from management.
I‘m not happy about the way how they inform about the last steps needed. Timeline on their page is wrong from my point of view. We are not producing copper and october nor in november.

Excelsior already has ALL permits required.

Sounds like in addition to waiting on that last permit, they’re still not truly done with construction.

From Oct 16, 2018 News Release:

"Phoenix, Arizona--(Newsfile Corp. - October 16, 2018) - Excelsior Mining Corp. (TSX: MIN) (FSE: 3XS) (OTCQX: EXMGF) ("Excelsior" or the "Company") announces that the Class III Underground Injection Control Area Permit for the Gunnison Copper Project (the "UIC Permit") is now active and good for production of up to 125 million pounds of pure copper cathode per annum. All required state and federal operating permits have now been successfully obtained."

All we are waiting on at this point is a procedural go-ahead from the EPA acknowledging that all aspects covered in the permits are implemented at Gunnison. Per a response from the company, the EPA will be doing a final walk-thru at the wellfield and plant any day now. They expect approval to shortly follow.

The Oct. 9, 2019 News Release states that construction is completed and they are now wet commissioning the wellfield.

"All significant construction related to wellfield operations is now complete. Wet commissioning is currently being conducted; whereby down-hole pumps are being turned on and water is being transported from the various ponds via the pipeline corridor to test operational readiness. Excelsior is now awaiting regulatory approval for commencement of mining operations, which it expects to receive within the next several weeks."
