It's a souped up version of a hoax. The power companies know how to manage their power factor (this company claimed they don't) and have placed passive capacitor banks in their substations where they see they need voltage support. They've managed this for decades.
Pretty sure you mean PG&E, and, once again, a capacitor bank isn't going to fix what ails them:
