Securities of companies that do not provide current information should be permitted to be quoted on an “Expert” market for professional investors.

Securities in companies that do not provide current information under the Rule, or otherwise fail to meet an exception, should be eligible for quoting on an “Expert Market”, where quote
distribution is limited to professional investors.

The problem is that the OTCM doesn't provide a definition for "professional investors".

The stock is still on the greys and it isn't quoted.

Actually, the Expert Market is listed below the Grey market.

It is just another tier that the OTCM created to try and monetize in some way.
