I think it depends on the price at time of the meeting and what the BoD recommends at the meeting. I don't think they planned on things turning around without news and this was likely drafted when it was in the .20's but honestly, I think they will still recommend the lower 1:15.
If it climbs enough, they may change the amounts or even take it off the agenda, time will tell but whether it goes through or not will not have a material effect on the price other than flippers/shorts bashing on forum boards lol.
