Opposite of dilution
The opposite of dilution would be an accretive acquisition, or a share buy-back if the price were less than cash per share. However, reducing the authorized share count to a reasonable number with a reasonable number of digits is a positive sign.

In the case of a pure growth company, cash is needed to move forward, but with a value based company that just accumulates cash, you can either pay down debt (if you have any), or else buy back shares. Either will improve the position of a shareholder. In fact I might argue that some debt is good, while having too many shares would never be.
