Thanksgiving is November 28th this year. This is coincidentally the latest possible that Thanksgiving can be as it is always the 4th Thursday of the month. As such, I think he probably has until October 30th to pull the trigger to give himself a shot if he is ready by then. The language is clear 4-6 weeks (generally) but it also says it can be much shorter.

We shall see.
