That is what I meant. Eventually the NYSE would have stepped in and delisted at least the commons (and probably the $25-par prefs) if FHFA took no action.

If there are any accusations to be made against FHFA for voluntarily delisting shares that could have otherwise remained listed, it is for them delising the $50-par prefs. Those never dipped below $1 for any sustained period until after (and probably due to) the voluntary delisting.
