That is what I meant. Eventually the NYSE would have stepped in and delisted at least the commons (and probably the $25-par prefs) if FHFA took no action.

According to Section 8 - 801.00 in the NYSE Listed Company Manual:



An excellent resource, thank you. If there are any accusations to be made against FHFA for voluntarily delisting shares that could have otherwise remained listed, it is for them delising the $50-par prefs. Those never dipped below $1 for any sustained period until after (and probably due to) the voluntary delisting.
