Or Building 2 is being built out 1st because building 1 has structural damage, like this stock, and those structural need to be addressed 1st before they can build out building 1.

I doubt it, Bill isn't one for telling us what he's doing... but he seems pretty quick to tell us what he's done. So based on that I'm betting that they are just working on building 2 first for some secret strategic reason.
