We don't know what to make of "intends", do we?

1. If the contract is terminated, would it have to be listed in the daily Department of Defense contract announcements?
2. Would TMPS issue an 8-k to report the contract termination when they have already said (sort of) on August 22 that the Navy is terminating? When the US Navy "intends" to do something, surely they will do it! They would only need to say something if they reversed their decision or now "intend" to do something else (I guess).

I wouldn't bet much that the contract wasn't terminated weeks ago.
