Central control might actually make it easier to get SnoBars in the stores in those states. You don't have to go around to thousands of liquor stores telling them about it.

Just find out who the buyer for the state is and contact their office.

PA has state run liquor stores, I'm in NJ close to PA and NJ has combined beer/wine/liquor stores that are privately run. PA has the state run stores that sell the booze, beer can be bought anywhere.
