I guess my question needs to be specific.

Is TD Ameritrade automatically instituting the new commission schedule along with the other Brokers or do we have to telephone tdameritrade to request this?

I am not asking if they are honoring the no commission rate for penny stocks. I'm asking about regular stocks in general
