What I want to know is who approved the policy change, but more importantly, it begs the question; why and how can an agency make rule changes willy nilly? What is the process? Should this not be under the purview of the Congress? Why has no one addressed this question?
Where is the oversight, the checks and balances?
Those changes may well be illegal. If so, heads should role.
