Never mentions the capacity improvements available to Verizon by upgrading to DO.

because there are none. DO requires dedicated spectrum that could otherwise have been used for normal 1X, so there is actually less capacity available for voice (opportunity cost). If greenfield spectrum is used, existing 1X carriers are not affected in terms of capacity, except for any data traffic gets routed to DO (requires a DO device).
