“Early Fall” is what they’ve stated numerous times

Everybody I speak with is expecting the FDA to announce their Regs in October

The USDA Regs are almost done being reviewed by the OMB, so they should be published any day now

Alabama believes the USDA Regs are coming out on or before October 7th:

Currently, the Alabama Department of Agriculture and Industries (ADAI) is awaiting an interim final rule to be published by the United States Department of Agriculture (USDA) pertaining to hemp. Because USDA has not yet issued interim rules, we must, unfortunately, delay the opening of the application period beyond Monday, September 23, 2019.

Upon the release and review of the interim final hemp rule, ADAI will open the application period. The anticipated dates for accepting hemp applications for the 2020 Hemp Program will be October 7, 2019 through November 14, 2019

“The Troublesome Timeline of CBD’s Rise to Fame

Despite support from individual congress members, the FDA fears that the regulatory process could take years with full support from Congress. While the FDA is exploring legal pathways that will allow it to pass CBD as a food-approved substance in a shorter time frame, the organization has stated that congressional approval would shorten the process even more.

Comments on the public hearing closed on July 16, and the FDA’s REPORT is expected to be forthcoming in the next few months.”

As for regulating CBD, the FDA will require:
“Fillers will have to be listed-
CBD will have to be measured to confirm it occurs in the doses listed on the label.”

(That takes time)

“Companies will have to be honest about where they source their CBD from; and
The FDA will have to test different CBD products to ensure quality and efficacy.”

(That takes time)

“On May 31 2019, a public hearing confirmed that those in the CBD industry are looking forward to being able to market CBD products as food and wellness items in retail once the FDA has concluded its regulation PROCESS”

So regulations won’t be decided until after clinics, trials, and individual research for consumer use. But in the mean time, any CBD company can sell what they want. They just cant promote it or market it as a health benefit legally until the FDA says their product meets their standards.
