To open by December 21st ..... I do many retrofits. I mean it's nice an old JC penny will definitely have a ton of open space but the first date for planned opening is in most cases best case scenario. I would expect a few delays either in equipment delivery. Possible structural issues. Can be anything! These Engineers had to design this facility on the fly.
