Well when the site is primarily prepared will depend upon whether their Q2 timeline is aiming for the start of the quarter or hoping to squeeze it in before the end. With setting dates so far out i think they would be a bit more cautious and guide towards the end of the quarter to leave room for problems and even if they are ahead of schedule they'd likely take more time to run diagnostics and check that it is operating correctly.

Rushing contractors usually includes putting in bonuses for running ahead of schedule. With their financial constrictions, i have a feeling they probably don't have a lot of extra room to pay an early completion bonus. Therefore contractors will probably take every last day to get the job done and work part time on the job while they work other jobs that have rush clauses in them.
