I don’t think it was fake. A dividend is a corporate action that must be processed by FINRA just like a R/S. So, if there were any issues processing corporate actions when the dividend was announced (which is evident based upon the length of time it took for the R/S), then it makes sense why the dividend did not occur at that time.

As far as whether a PR campaign was ever successful, I’m sure anyone who was able to profit from past runs would agree. That will always be subjective.
