The majority doesn't always gets it way. I believe 75% of Americans approve of federal background checks to buy a gun, and yet there is still no law!
Politicians are notorious for putting their own self interest first above what the people want. They will only change their mind when that self interest has shifted.
People who are political animals control the system, 75% of people might want something but 75% don't vote, they don't attend all the town hall meetings, they are not knocking on their congressman's door. It's a small minority that actually runs and control the system.
