Maybe, maybe not. I think it is to pay the bills for now, send out stock instead of money. The venders have no interest in participating, they just want to get paid, so they dump as soon as they get it.
IMO they, the company, have nothing except something that trades.
Even if their software was the biggest miracle of the 21st century, no one would touch it, the company looks too shady. If they want it to go up and look legitimate, they have to STOP issuing shares and STOP selling them.
