Its always up to management to prove they can close their deals (including funding, and successfully swapping cash and/or stock for assets).
The "nothing happened" means the Wisconsin deal has not gone away. Its still there pending completion on 12/31/2019.
Actually to your point the same with the S-1 filing: The original estimate was 05/01/2019 and now its sometime in October 2019 (I didn't see a firm date, maybe you have).
Your comment more broadly, as I understand it, is related to delays in completion of the pending revenue generation activities, as well as a communication issue with market participants. Both valid issues. No-one likes to be delayed. That causes frustration and mistrust.
