If you get 1 new share for every 60 old shares, it sure as heck seems like a reverse split to me. (Here's the math: 1/0.0165 = 60)

Don't worry, there will likely be a ton more shares issued soon enough. Look at how many they issued just to retire about $15K in debt. There's a lot more debt left to convert. And the best part is that if they convert debt in the context of a legal settlement, the shares are all instantly free trading.
