Looks like another person converting his options into shares.

At the current share price of .25/share, the guy is losing over 50% of his investment as soon as he exercises his options at .54 cents.

My guess is that Dr. H is promising to compensate everyone with a matching number of options at a lower price so they can recoup their losses.

Just my opinion, of course.
