When both Nixon and Clinton was impeached usual business still took place. I was in the military during both impeachments and the government passed and enforced laws all during those times.
I say so and I would know. Do your research!! There are Banks already accepting deposits! They are taking the chance that the Federal Government will not enforce the law and they have plenty of lawyers ready to go. The risk is not near as high as the reward (revenue).
