The article you linked to is not about creating a QD-based physical key that verifies the identity of the user (the the extend the user is the person who is supposed to have the key) via light as ih8aloss suggested. Rather, it's about using photons to verify the identity of the data itself. That requires measuring the properties of the photons where the data is received - that requires fiber - or maybe they figured out how to do it with entanglement? But that brings me back to my original question, where did they get the money to do what is likely state-level R&D? Again, my guess is that they will start with something a bit simpler and less expensive.
