Humans already have a unique ID, it's our DNA. Cyborgs will need a DNA substitute, but as the theory goes, the cyborgs will consider us on the level we consider house plants. They'll develop something well beyond our comprehension and probably won't steal from each other. As John Lennon says,

Imagine all the cyborgs
Living life in peace
...
And the non-human world will be as one.
